PROVISIONAL CONSTITUTION OF THE VANCOUVER ISLAND LIBERTARIAN ASSOCIATION Article 1 - Name The name of the organization shall be "The Vancouver Island Libertarian Association", hereafter referred to as the VILA. It will be a riding association for the LIBERTARIAN PARTY OF CANADA hereafter referred to as the Party. Article 2 - Period of Duration Should the membership of the VILA drop below three members and remain at that level for a year, the VILA shall be considered dissolved. Article 3 - Purposes The VILA is organized for the following purposes: 1. To promote libertarian philosophy. 2. To organize activities for causes of interest to libertarians. 3. To support Party candidates for political office. 4. To promote membership in the Party. Article 4 - Membership Full members of the VILA must be members of the Party. Article 5 - Associate Membership People wanting to joing the VILA, but not join the party or sign the statement of principle may become non-voting associate members of the VILA. Article 6 - Executive The VILA shall have a President, Vice-President, Secretary and a Treasurer. They shall be elected by the members at the annual meeting. Should a vacancy be created, the President shall appoint a replacement to be confirmed at an election at the next general meeting. Should the vacancy of the Presidency, the Vice-President shall become Acting President until the election at the general meeting. The functions of the officers and election procedures are determined by the bylaws of the VILA. Article 7 - Candidates for the Elections The executive of the VILA shall seek candidates for the constituencies on Vancouver Island. If more than one person wishes to run in a particular riding, then the candidate that is resident in that riding shall be the nominee. If two or more candidates offer themselves for nomination in a riding and two or more are residents of that riding, the contenders may, by unanimous consent, opt to have the executive of the VILA choose the candidate, otherwise the candidate shall be chosen by the members fo the VILA resident in that riding. The members shall choose the candidate by simple majority vote in a secret ballot election. Article 8 - Affiliation with the Party The VILA shall apply for affiliate status with the Party. Article 9 - Bylaws Bylaws may be amended by a majority vote of the members at a General Meeting. The Party will be notified within 14 days of any bylaw changes. Article 10 - Amendements to the Constitution This constitution may be amended by a majority vote of the members at the Annual Meeting provided that all members are sent written notice of the intent of any amendments, postmarked at least thirty days before the meeting. Members may authorize other members in writing to cast their ballots for them. Members may also vote in advance by delivering their vote in writing to an officer fo the VILA. The Party shall be notified within fourteen days of any constitutional changes.
